2nd Session of 15th Tibetan Parliament in exile Begins
DHARAMSHALA, India: The second session of the 15th Tibetan Parliament in exile has begun today.
In his opening speech, Mr Penpa Tsering, the Speaker of Tibetan Parliament in Exile, welcomed Kalon Tripa Dr Lobsang Sangay to the Tibetan Parliament in Exile since it is the 1st session of the Tibetan Parliament in exile being held after the swearing in of Dr Lobsang Sangay as the new Kalon Tripa on 8th August 2011.
It has been 51 years since we have a democratic system of polity in our administration. His Holiness the Dalai Lama, keeping the long term benefit of the Tibetan people in mind, have devolved the political authority vested in him to a democratically elected leader. Therefore, we, the Kashag as well as the Parliament, have an additional responsibility to fulfill, he said.
He also spoke about the unjust policies of Chinese government towards the ethnic minorities in China. He accused the Chinese government of running a police state and arbitrarily arresting Tibetan writers, singers and intellectuals.
The unprecedented mining of natural resources in Tibet and diversion of rivers from their natural course is creating ecological imbalances in the region and is a serious concern not only for China but also for many other neighbouring countries, which may result in environmental refugees on top of the already overwhelming political refugees in the world, he asserted.
